Patients across three Nantwich GP practices have launched a campaign calling on NHS bosses to urgently resolve an ongoing dispute over the future of Church View Primary Care Centre.

Church View Primary Care Centre is leased to three GP practices serving more than 27,000 patients.

A dispute is ongoing between the GP leaseholders and NHS Cheshire and Merseyside Integrated Care Board (ICB) over responsibility for maintenance costs at the centre.

GP partners and Patient Participation Groups (PPGs) say repeated attempts to secure meaningful engagement with the ICB have failed to resolve the situation.

Now, patients and representatives from the three PPGs have formed Community Action Nantwich (CAN) to help protect the future of Church View.

CAN has launched a letter-writing campaign targeting members of the ICB's senior leadership team, calling on them to bring the dispute to a resolution "as a matter of urgency".

The row centres on the ICB's decision to withdraw payment for maintenance costs at Church View.

The GP leaseholders say these costs have been covered by the ICB and its predecessor, the Clinical Commissioning Group (CCG), since the lease for the property began in 2008.

They say the arrangement is legally binding under a document signed by the CCG in 2006.

Concerns have also grown over the condition of the building, including significant fire safety issues and other essential remedial works.

The GP leaseholders and PPGs say the ICB is responsible for these works.

Despite repeated attempts by the GP practices to engage with the ICB, they say negotiations over funding for the remedial works have not taken place, even with support from local MPs.

The GP leaseholders have taken the difficult decision to return responsibility for the day-to-day management and maintenance of the building to the ICB while the wider contractual dispute remains unresolved.

The costs have been covered by the ICB and its predecessor since the lease began in 2008, with the leaseholders maintaining that this arrangement is legally binding.

Connor Naismith MP has been supporting efforts to secure a resolution, including raising the matter with the Department of Health and Social Care.

CAN is now urging patients across the three GP practices to write to the ICB and demand action.

The campaign letter calls on NHS Cheshire and Merseyside to: "Engage constructively and urgently with the GP practices and all relevant parties to bring this situation to a resolution as a matter of urgency, protecting patients, staff and the long-term future of primary care services in Nantwich."

It adds: "Whatever the disagreements between the parties, patients should not be left facing uncertainty about the future of the primary care services upon which they rely."

Connor Naismith MP has been supporting CAN in its communications with the ICB since June 2025 and continues to raise the dispute with the Department of Health and Social Care for clarification.

He said: "After more than two years of protracted negotiations, we're now in a situation where the building is in need of essential maintenance in order for the Partners to continue providing the quality of care that patients are entitled to.

"My overriding priority is the continuity of care for patients, provide certainty and security for the dedicated staff and clinicians who work tirelessly at the practice, and ensure that the Integrated Care Board is held properly accountable for its actions."
